Fred was born November 1, 1933 to his proud parents Proverb G. Jacobs, Sr. and Sallie L. Jacobs. As a child Fred attended the North Oakland Baptist Church in Oakland, California. The 23rd Psalm was Fred's favorite verse.

He attended elementary school and junior high in the Oakland School District. Fred attended Oakland Technical High School where he excelled in sports, continuing to Santa Rosa Junior College and onto the University of Oregon. Fred became an avid and loyal U.S.C. Trojan fan despite being a "Duck". He remained a supportive and loyal fan until his death.

Fred was employed by Chevron U.S.A., Inc., formerly Standard Oil Co. of California.

Fred was preceded in death by: his sister, Vivian Jacobs; mother, Sallie L. Jacobs; sister, Mabel Jacobs; and father Proverb G. Jacobs, Sr.

He leaves to mourn: his only brother, Proverb G. Jacobs, Jr. (Mimi); two nephews, Proverb G. Jacobs, III (Jan), Stephen M. Mayle (Della); one niece, Sherry Anne Jacobs-Stover (Wally); two great-nephews, Elias and P.J.; three great-nieces, Rachel, Erin and Vivian; one godson, Lance Williams (Yaneivi) of Dallas, Texas; one goddaughter, Sonya Lewis of Oakland, California; his dear loving friend of 48 years, Chris Whittington; his reliable friend and confidant, Thomas R. Whittington (Belinda), Ashley Whittington, Keila, Buddy and a host of other cousins and friends; his very special friend, Coach Ron Allice, and so many friends and acquaintances from the University of Southern California Trojan family, both in the Bay Area and Los Angeles TOO numerous to name individually. "Fight on Trojans!" Also the Williams family from Los Angeles and G-Ma of Mississippi and many other young people who lovingly called him "Uncle Fred".
