The Pacific Association Officials Annual Meeting
On Sunday, August 28th, the UC Davis track and field team hosted the officials for their annual meeting. Our host, head coach Byron Talley, greeted us with the bad news that he was leaving Davis and taking his family back to Texas. The good news is that Drew Wartenburg, the current cross country coach, will take over the program.
Sonny Maynard asked people to put on their thinking caps as he hosted the ever popular How Would You Rule session with case studies of situations that have come up this past year. We had more case studies than we had time, for a lovely buffet lunch was laid on. For those of you who have not come to the annual meeting…you have no idea how much fun you are missing.
After lunch we got down to the serious business of awards and, finally, the formal Annual Meeting. Dr. Leon Glover, our Awards Chair, presented the following awards:

The Dick Barbour Meritorious Service Award went to Don Bailes, a Master Level official who was first certified in 1980. Don works the field events and is the long time meet director for the North Coast CIF T&F Championship Meet. As a coach, Don coached the Orinda Girls Track & Field Club and when high schools allowed girls to compete, the girl’s coach at Miramonte High. If you want to attend a well run meet, go to one where Don is the meet director.

Certification Chair’s Report with some encroachment on the Training

This is a summary of my report from the Annual Meeting with additional information about our training clinics for 2012. Inasmuch as Shirley Connors was on a cruise to Alaska, she asked me to give her report at the Annual Meeting.
When counting our number of certified officials (it seems we have 406), the Pacific Association Officials Committee is one of the largest in USATF. At the annual meeting in St. Louis, the certification chair will have a vote, and because of our size, we will have four additional votes. You get a additional vote for every 100 certified officials.
Arriving by a separate e-mail will be a copy of clinics to be offered In 2012. I have held off on sending out this list for many people asked when the clinics will be held. They didn’t want to sign up to teach on a day they could not make. Now we know most of the dates. If you would like to sign up for one of the clinics, send an e-mail to Training Chair Shirley Connors (soc.tnf@att.net) and volunteer your services. If you think you would like to become involved, volunteer to be a student teacher this year.
Shirley and I have worked together so that after the 2012 clinic season you may make sure you have taken this year the prerequisite classes if you want to advance from Association to National level with the new Olympiad. Most of our clinics in 2012 will be for ReCertification. The next issue of Turns & Distances will be all about clinics and will give you all the information you will need in order to position yourself for advancement in 2012.

The Horace Crowe Special Recognition Award – Field went to Leon Wimbley, a Master Level official who was first certified in 2003. While Leon is often called upon to work all of the field events, Leon is one of the pioneers in the United States in using laser measurement for the long throws. This passion has taken him to meets all over the country.
The ballots for the election of Committee officers were counted and results presented to the group by Dennis Boyle, Chair of the Nominations and Elections Committee.
The following were elected to two-year terms commencing at the Annual Meeting: Chair - John Murray, Vice-Chair - Phil Leake and Secretary - John Lilygren. Elected as At-Large Members of the Executive Committee are George Kleeman and Steve Green.

Missing From The Track
Tony Williams died on June 3rd, in Lathrop, CA, under tragic circumstances. Tony had been a PA certified official (though he hadn’t recertified for the current Olympiad).
More importantly, Tony headed up his own track club for youth athletes, in Patterson, CA; and served the Youth Committee as membership chair, certifying the ages of athletes competing in youth meets and Junior Olympics. We miss him.

Heard at the Track
 Stuart Sampson, lately gone Emeritus, was introduced to the crowd at the Brutus Hamilton Invitational, April 23, and honored by the Cal track and field program for an officiating career going back to the late 1960s.
 Some of our members lead really interesting off-track lives. Joe Assereto makes wine at his home in Jackson—Zinfandel and Barbera, if memory serves. And John Pretto was foreman for the 2010-2011 Amador County Grand Jury . “It was fun at times,” he writes, “because of the great folks on my jury panel.” John recently took a plein-air oil-painting class in the beautiful landscapes around Murphys
and Douglas Flat.
 Mary Jo (Alexander) Pruitt has left the track and field office at Stanford to take a job in the athletic department administration. Joe Wagstaffe has replaced Mary Jo as Director of Operations in the Cardinal track and field office.
 Patti Sue Plummer, a former world class middle distance runner at Stanford has joined the track and field coaching staff at her alma mater. For the past six years Patti Sue has been coaching track and field and cross-country at Los Altos High School. She replaces David Vidal who has left the University to attend law school.
 Stanford will host on the Western Regional Division I Cross Country Championships on the Stanford Golf Course on Saturday, November 12, 2011.
 At Daegu, Jillian Camarena-Williams won Bronze to become the first ever female member of Team USA to win a medal in the women’s shot put at a World Championships. Many officials remember Jill from the days she threw for Stanford.
 The athlete’s prize money at the World Track & Field Championships (according to the chart on page 23 of the Official Program) was $60,000/1st, $30,000/2nd, $20,000/3rd, $15,000/4th, $10,000/5th, $6,000/6th, $5,000/7th and $4,000/8th. Folks in the relays and Marathon cup had to share the $$ with their team, but the prize money for the relays was $80,000/1st, $40,000/2nd, $20,000/3rd, $16,000/4th,

The George Newlon Special Recognition Award – Track went to Phil Leake, a National Level official who was first certified in 2003 and who specializes in the throwing events and, for the last two years, as the Officials Coordinator for the National Masters T&F Championship in Sacramento in 2010 and the World Masters T&F Championship in 2011. $12,000/5th, $8,000/6th, $6,000/7th and $4,000/8th. No wonder one of the teams that dropped the baton in the Men’s 4x100m final got up and jogged home. Marathoners had team scoring and each team earned $20,000/1st, $15,000/2nd, $12,000/3rd, $10,000/4th, $8,000/5th and $6,000/6th.
 Cal State (Hayward) East Bay, will return to track and field competition in 2012, joining the D-2 California Collegiate Athletic Association. The new head coach is Ralph Jones, who will be a fulltime member of the athletic department. Jones comes to Cal State from Morgan State University in Baltimore, Maryland.
 Matt Chisam, former Saint Francis High School, (Mountain View) and UC Davis combined events athlete has joined the coaching staff at Cal. Matt comes back to California after four years coaching at Harvard. Matt’s father, Scott,
is a PA-certified starter.
 Also joining the Cal staff: John Dagata, who will coach throwers. Coach Dagata headed the Welsh national team at the Daegu world championships.
 Again this Fall, Bill Hawkes will put together an Association calendar of track meets for the 2012 season. Bill would like to publish the calendar before the 1st of December. If you have dates for the 2012 track season please submit them to Bill at flojo1049@yahoo.com.
 Shirley Connors is currently putting together the clinic schedule for 2012. It will be published along with the track calendar before Thanksgiving..  Leon Wimbley has announced his retirement from officiating. Always hard working and eager to acquaint officials, athletes, coaches and passersby with his equipment, Leon could really move a throws competition along with his LaserLynx system, and saved a lot of (other) officials a lot of kilometers of walking in and out cages, not to mention physical strain from pulling through on tapes. He’ll be missed.
 Stanford Assistant Coach Toby Stevenson writes: After years of discussion, The Pacific Association has formed a stand-alone, partner foundation, with a separate board of directors, to handle some of PA’s assets and business. George Kleeman had been promoting this idea for years. With PA
President Irene Herman leading the way, Margaret Sheehan was instrumental in getting it up and running.
The Pacific Association USATF Foundation is a non-profit (501c3) organization devoted to the promotion and improvement of the sports of track and field, cross country running, long distance running, and race walking.
Our primary purpose is to raise funds and distribute them through annual grants to Pacific Association USATF individual members, clubs and committees in support of their efforts toward personal and organizational goals.
The Board of Directors of the Foundation consists of five members: President Toby Stevenson, Secretary Dolton Simmons, Chief Financial Officer Steve Crow, and Directors Dennis Boyle and George Kleeman.
 Carl Strobom the veteran weights and measures official at Stanford was recognized by the track and field staff at the University for his contribution to the program for over thirty years of service.  Does-everything official John “J. R.” Heberle has completed work for his PhD, publishing his thesis and defending it at Stanford on August 4. The thesis title? Coal Energy Conversion Integrated with Deep Saline Aquifer Carbon Storage via Combustion in Supercritical Water. (In recent winters, J.R. the
athlete has taken up biathlon—the cross-country ski race that has competitors carrying and shooting .22 rifles at paper targets from various positions.)

mid-way in the Cross Country season, which also means….

The Lori Maynard Special Recognition Award went to Keith Conning.
The Lori Maynard Award does is not necessarily given every year and it does not have to go to a certified official, but rather to someone who has done a great deal for the sport of track and field within the Pacific Association. Keith Conning certainly fits these criteria.
Keith has been an accredited journalist, announcer, author, blogger, coach, correspondent, course designer, editor, fan, historian, meet manager, official, photographer, reporter, runner, and statistician since 1953.

 And Love triumphs: Peninsula-based throws officials Linda Mae Chaney and Charles Peters got married on April 15, in a casual, brief ceremony in Santa Barbara. They took their vows in the presence of two of her cousins, then spent a couple days in the area, including visiting another of the new “Mrs. Peters’” cousins in Paso Robles.

A View Of That World Masters Track & Field Meet From The Desk Of The Competition Secretary…by Jim Hume
The 2011 World Athletics Masters Track & Field Championship Meet was held in Sacramento from July 6th-17th. There were fourteen different age groups running in five year increments from 35 up. Each age group had 26 events, and, of course, that applies to both sexes. Most of the entries came in the 40-70 age groups. While the meet was open to athletes in the 105-109 age division, nobody entered. The man who entered in the 100-104 age group did not show up.
Masters athletes are a unique group. Some big names from days of yore were present. Many master athletes still have a fire in their belly as their competitive juices still flow. Since this was a world championship meet, some athletes spent lots of money in travel and housing to attend. The language barrier was overcome thanks to some wonderful translators, athletes who helped athletes and spirited games of charades. There were 4,808 athletes registered (3,322 men, 1,486 women and 1,916 from the United States), and that caused a bit of a problem for many more athletes would have meant much more money to stage the competition. The entry fee for this meet was very stiff. The cost to register was $66.25 per person + $6.25 WMA Doping Control Surcharge (per person) + $36.25 per event (or $66.25 for combined events or $51.25 for the marathon).
One of my favorite athletes was Janina Rosenska from Poland who spent $377.50 just to enter the meet and still had transportation, housing and food costs. While not typical of the athletes who attended, Rosenska did exemplified why some athletes had difficulty making it to the start line for all of their events as she entered the 100m, 200m, 400m, 800m, 1,500m, 5,000m, 10,000m and marathon. I know she took home a gold medal in the marathon. The complication in Rosenska’s schedule was that she wanted to run both the 1,500m and the 10,000m, but the 1,500m trials came at the same time as the 10,000m final…in different stadiums. A number of athletes had to make a choice of which event they would run, but how can you create a meet schedule to cover athletes who enter events in so many of the usual event groups? Rosenska did not speak any English but she sure carries on a mean game of

charades. On several occasions she came by where I was working and each time we were able to communicate.
Within the Pacific Association, Joy Upshaw won four golds and a silver. Irene Obera won three golds. The thing about Irene is that she was running when I began coaching, and her running form could still be used at a coaching clinic on what a good sprinter should look like. George Kleeman was the one who put the whole thing together and he had lots of help from Pacific Association officials. John Throws (a.k.a. John Murray) who had six throws to coordinate while John Vertical (a.k.a. John Shirey) had only two. Dick Connors (yea, I couldn’t think of a clever name for him) coordinated the clerks and all of their pieces of paper. Phil Leake was the official’s coordinator and after his experiences at both the National and World Masters, I don’t know if Phil has checked this off his Bucket List or sees this as an experience to repeat. Becky and Art Klein shepherded the race walkers through 5,000m track as well as 10,000m and 20,000 m road races. In the race walk Art and Becky had to deal with team scores as well as individual awards. John Mansoor organized the cross country races and marathon while producing individual and team results. The rumor mill suggests that John did dual duty and that his cross country team won a gold medal. Did I mention that there were track and field events in three different stadiums as well as on the cross country course, the race walk courses and the marathon course?
Each day there was competition a meal was served in the early afternoon for several hours. The plan was that those officials who worked the morning shift could eat when they finished and those officials who were working the evening shift could eat before work. I don’t know who was responsible for finding and hiring those vendors, but they should receive a big Atta Boy, for these were Good Eats. Several vendors parceled out their victuals, but several brought enough so we were able to help ourselves. There was a variety of dishes, even if the meat did tend to cluck a lot.
The Sacramento Sports Commission, headed by John McCasey and his handy helpers, Kylee Blatz and Matt Robinson used the gym in the Sacramento State Wellness Center to organize packet distribution. They got it right the first time!

Bob Rush , Hall Of Fame Coach; Inventor; Course Developer; Announcer…by Fred Baer
On Friday, September 23rd, Bob Rush was inducted into the College of San Mateo Athletic Hall of Fame. The following is a shortened version of Fred’s introduction.
Bob Rush, developer of the College of San Mateo’s Crystal Springs International Cross Country Course and inventor of the Chronomix timing system, won the Golden Gate Conference Track and Field in 1970, his first year of more than two decades of coaching Bob Rush and the Golden Bulldog signifying Bob’s ascent into CSM’s Hall of Fame. (Can you tell which is which?
track at College of San Mateo. He then had three consecutive undefeated cross-country seasons,
1970-1972, including a 22-0 dual meet winning streak. CSM teams qualified for the State Cross Country championships nearly every year of his career, from 1969 through 1995.
As an athlete, Bob ran middle distances for Grass Valley High, ran with Phil Watkins at Sacramento City College and ran for Bud Winters at San Jose State.
Before coming to CSM to coach, Bob was a high school coach for ten years, beginning in 1959 at McClatchy High School in Sacramento (where he coached Dan Davidson), and then at San Mateo High School.
In 1978 Bob invented the Chronomix, the first electronic timing device for cross country and road racing. This printing computer was used throughout the world in large races and marathons which demanded timing everyone in a race of hundreds and sometimes thousands of participants.
Beginning in 1971, Bob designed, developed and scheduled races, as well as physically maintaining the CSM Crystal Springs International Cross Country Course in Belmont. More than 300,000 runners have competed at Crystal Springs, the site of three National (AAU/USA) Championships. Although officially retired, he continues to manage the course for CSM and also runs there regularly.
This is Bob’s fourth hall of fame. His previous hall of fame classes: California Community College Cross Country and Track Coaches Association (1996), San Mateo High School (2007) and with nationally ranked 1964 San Mateo High School Cross Country Team (2011) Bob Podkaminer Elected to USATF Officials Hall of Fame.
Bob has been a long time contributor to the sport as an official, volunteer and administrator. Bob started officiating when he first was asked to help out at the school at which he was teaching. He was often the clerk and sometime a starter. With his expertise in computer programming and his knowledge of clerking it was only natural that he developed the first Clerk of the Course program. His knowledge in that area led him to be a competition secretary at national meets, both USATF and NCAA. He has been on the USATF Rules committee for many years and has been an associate editor since 1993. In 2003 he took over as committee secretary and then took on the same role for the NCAA Rules Committee in 2006. Bob has been a key participant in trying to move the various rules committees toward eliminating the differences between the various books. He was instrumental in converting the USATF rulebook so that the numbering system was the same as the IAAF rulebook. In 1999 he was one of the first Area Technical Officials named by NACAC (North American, Central American and Caribbean Athletic Association) and has served in that capacity at several North and South American area championships. Locally Bob has been an active member of the Pacific Association’s Board of Athletics for more than 20 years and Treasurer for two terms. During that same period Bob has volunteered to teach a number of officials clinics including those on starting, refereeing, Introduction of Officiating, Recertification and Meet Management. Bob has chaired the Standards subcommittee for Men's Track and Field since 1993.

The first annual 'A' Team golf tournament was held Friday, August 5th, at the Santa Clara Golf and Photos by Hume Robert Podkaminer was inducted into the National Track And Field Officials Hall Of Fame at the national Convention in Virginia Beach, Virginia, in November of 2010. Congratulations, Pod. Pod is flanked by Official’s Chair Len Krsak and USATF President Stephanie Hightower.
Tennis Club. Needless to say we had a wonderful time, good fellowship with some BS thrown in.
The scores were confidential, but this will give you an idea of what occurred.
Jim Springer---by far the best golfer of the foursome. He hit the ball so faaaar with an all-round great game. A pleasure to watch. Once in a great while, he got in a little trouble----no problem---out came the ball and usually on the green.
Jim Manha---not too far behind Jim Springer and also a great game---would take him as my partner any time. Problem---he wouldn't want Roger or me as a partner. The two Jim's rode together and left Roger and me to struggle. On a couple of Par 5's we didn't see them after we teed off, until we reached the green. Both were on the green in 2 or 3, while Roger and I ----well forget it.
Roger Quimby----I really admire Roger as the environmentalist that he is. Roger protected the beautiful fairways and played most of the round in the woods so as to do no harm. If you ever have the privilege of playing with Roger---wear a helmet.
Joe Keever---no comment, but he did enjoy the company and the beautiful day.

The Learfield Sports Directors’ Cup was developed as a joint effort between the National Association of Collegiate Directors of Athletics (NACDA) and USA Today. The Directors’ Cup
Pacific Association Earned The BRONZE Outstanding Association Of The Year Award Pacific Association Board of Athletics President Irene Herman, also a certified USATF official, took her opportunity at the Official’s Annual Meeting to report that the Pacific Association earned the bronze outstanding association of the year plaque of 2010 for two consecutive years! Accreditation, how does this happen? Well, the USATF Association Accreditation Committee evaluates each of the 57 USATF associations annually for compliance. To be fully accredited an association must meet 10 out of 10 criteria. A minimum of 6 of 9 criteria must be met at the end of two years or that association will be placed on the watch mode. Next step would be supervision. If that doesn't work, the association under supervision will have their voting rights suspended. The last step is to voluntarily merge with other associations. This has happened recently in that MAC (New York Metropolitan) was dissolved and the new association is New York Track and Field. Curt Claussen is the President. So the accreditation process is based on population (and the 2010 US Census shows the Pacific Association with 11,765,562 residents), and to gain full accreditation an association must have: Required Standards (Associations must meet the minimum standards for each of these categories)
